HOUSING FOR VICTIMS OF DOMESTIC VIOLENCE RECEIVES FUNDING AWARD IN FRANKLIN COUNTY

Franklin County, P.A., Sept. 1, 2020 – Conifer Realty is pleased to announce it is partnering with Women in Need, Inc. (“WIN”) to develop a unique community known as Molly Pitcher Landing, a high-quality new construction affordable multifamily development in the Borough of Chambersburg, Franklin County. The community, once completed, will offer at least eight of its 48 apartment homes for victims of domestic violence.

WIN currently serves over 1,700 individuals annually in Franklin and Fulton Counties.  In 2016 an average of 126 individuals per month sheltered at WIN’s emergency facility, which is immediately adjacent to the Molly Pitcher development site. The new community will include six one-bedroom, 21 two-bedroom, and 21 three-bedroom apartments, 3 units at 20% of Area Median Income (AMI), 5 units at 30% of AMI, 20 units at 50% of AMI, 20 units at 60% of AMI. This income mix will allow Conifer and WIN to assure that there will be enough units at lower income tiers to serve the designated special needs population at rents affordable to them.

The 5.6-acre site of Molly Pitcher is located at the northeast corner of the intersection of Orchard Drive and Progress Road.  Within just a mile of the property, on Wayne Avenue, are many commercial services including banks, service stations, pharmacies, medical offices, churches, and restaurants.  There are several large retailers and grocers within 1.3 miles of the site and the downtown business district is less than two miles away.

The community will consist of six residential buildings and one Clubhouse. The residential buildings will be 3-story townhomes over flats ranging in size from 616 to 1,348 square feet. All the floorplans will be walk up style, made to be easily visited, and six will be fully handicapped accessible. The Clubhouse will offer numerous amenities to the residents including a Great Room with kitchenette, gym, Smart-Card laundry center, furnished patio, and playground. The Clubhouse will also house the property management, maintenance, and WIN supportive services office.

“Establishing these ‘deep’ income tiers enables Conifer and WIN to assure there will always be enough affordable homes available to support the special needs of victims of domestic violence,” said Sam Leone, Senior Vice President of Development at Conifer. The funding award for the Molly Pitcher development was recently announced by Pennsylvania Governor Tom Wolf.  It includes $500,000 of PennHOMES funding, $450,000 in PHARE funds and a $1,233,438 Low Income Housing Tax Credit award.  The Federal Home Loan Bank of Pittsburgh has also committed $499,200 in Affordable Housing Program funds to the Molly Pitcher development.  Conifer’s Kyle Speece, Regional Vice President is leading the development.
